§ 90423. Complete Application. The application shall be considered to be filed as a complete application on the date the notice of completeness is sent to the applicant or the sixteenth day following the Office's receipt of the application, whichever is earlier, or, when the applicant has made a request pursuant to Health and Safety Code Section 438.2(b), on the fifth business day following receipt by the Office of the request, unless the Office makes a timely determination that the application may not be declared complete.
