§ 60343. Primary Treatment. All primary treatment unit processes shall be provided with one of the following reliability features:
(a)
Multiple primary treatment units capable of producing primary effluent with one unit not in operation.
(b)
Standby primary treatment unit process.
(c)
Long-term storage or disposal provisions.
