Mental Disorders and Mental Retardation.

(a)

CCS applicants with a mental disorder, whose application is based upon such a disorder, shall not be medically eligible for the CCS program.

(b)

CCS applicants with mental retardation, whose application is based upon such disease, shall not be medically eligible for the CCS program.
