§ 40511. Primary Health Care Services. “Primary health care services” means those services provided by a clinic to patients who remain less than 24 hours for prevention, diagnosis, or treatment of illness or injury including, but not limited to, advice, therapeutic services, outreach, emergency first aid, mental health screening, information and referral services.
