§ 110048. Alternate Arrangement. “Alternate arrangement” means a written agreement approved by a court or tribunal between an obligee and obligor that provides for payment of a support obligation as ordered other than through the immediate service of an income withholding order, and that is signed by the local child support agency with jurisdiction over the case when:
(a)
Public assistance is being provided and there has been an assignment of support rights to the State.
(b)
No public assistance is being provided, but the local child support agency is providing Title IV-D services at the time the alternate arrangement is entered into.
