§ 100745. Substantial Noncompliance. For the purposes of Section 12781(c)(4) of the Government Code, “substantial noncompliance” shall mean a material breach of the terms and conditions of the CSBG contract. A breach of contract is material if it violates a substantial right or interest granted under the contract.
