§ 100160.05. Comprehensive PedRCs.

(a)

Eligibility. A licensed general acute care hospital (GACH) meeting the minimum requirements of this section may be designated by the local EMS agency (LEMSA) as a comprehensive PedRC.

(b)

Requirements. In addition to the requirements set forth in Section 100160.01 of this article, the GACH must meet all requirements for an advanced PedRC pursuant to Section 100160.04(b) of this article as well as the following:

(1)

Licensing. Approved by the Department of Health Care Services as a California Children's Service (CCS) Program tertiary hospital.

(2)

Capabilities.

(A)

Level of Care. Can provide comprehensive specialized pediatric medical and surgical care to any acutely ill or injured child;

(B)

Pediatric-Specific Emergency Services. Emergency department services include a separate pediatric emergency department or a designated area for emergency care of pediatric patients within an emergency department, with physician staff who are qualified specialists in emergency medicine or pediatric emergency medicine;

(C)

Inpatient Resources. Inpatient resources including a neonatal intensive care unit (NICU) and a pediatric intensive care unit (PICU);

(3)

Continuing Education. Provide ongoing outreach and pediatric education for community, general and basic PedRCs, and prehospital care providers, in collaboration with the LEMSA.

(4)

Transfer Agreements. Establish transfer agreements or serve as a regional referral center for specialized care, such as trauma, burn, spinal cord injury, and rehabilitation and behavioral health, of pediatric patients.

(5)

Additional Requirements. Additional requirements for designation may be stipulated by the local LEMSA Medical Director.
