§ 100160.03. General PedRCs.
(a)
Eligibility. A licensed general acute care hospital (GACH) meeting the requirements of this section may be designated by the local EMS agency (LEMSA) as a general PedRC.
(b)
Requirements. In addition to the requirements set forth in Section 100160.01 of this article, the GACH shall meet, at a minimum, the following:
(1)
ED Permit. All designated general PedRCs shall be licensed as a GACH with a basic or comprehensive emergency department permit.
(2)
Capabilities.
(A)
Initial Stabilization. The emergency department in the GACH shall be able to stabilize critically ill or injured infants, children, and adolescents prior to admission or transfer to a comprehensive PedRC facility;
(B)
Neonatal Resuscitation. All designated general PedRCs shall have neonatal resuscitation equipment, including:
(i)
Pediatric laryngoscope with Miller 0 and 00 blades;
(ii)
Size 2.5 and 3.0 endotracheal tubes, and;
(iii)
Umbilical vein catheters.
(3)
Program Staffing. All designated general PedRCs shall have a physician PECC and nurse, nurse practitioner, or PA PECC which may be shared with other PedRCs.
(4)
Continuing Education. Participate with a comprehensive and/or advanced PedRC for pediatric emergency education for GACH staff and emergency care providers consistent with the LEMSA plan for ongoing pediatric education.
(5)
Agreements with Higher Level PedRCs. Establish agreements with comprehensive and/or advanced PedRCs as approved by the LEMSA, for education, consultation, and transfer.
(6)
Transfer Agreements. Establish transfer agreements for pediatric patients needing specialized care, if the specialized care is not available at a comprehensive, advanced, or general PedRC, such as trauma, burn, spinal cord injury, rehabilitation, and behavioral health;
(7)
Additional Requirements. Additional requirements for designation may be stipulated by the LEMSA Medical Director.
