§ 100160.02. Basic PedRCs.
(a)
Eligibility. A licensed general acute care hospital (GACH) meeting the requirements of this section may be designated by the local EMS agency (LEMSA) as a basic PedRC.
(b)
Requirements. In addition to the requirements set forth in Section 100160.01 of this article, the GACH shall meet, at a minimum, the following:
(1)
ED Permit. The GACH shall be licensed with a basic or standby emergency department permit.
(2)
Capabilities.
(A)
Physician Availability. Emergency department services shall include physician staffing or a physician available for consultation twenty-four (24) hours a day, seven (7) days a week, 365 days a year.
(B)
Staff Qualification. At least one licensed registered nurse or advanced practice practitioner per shift in the emergency department having current completion of a nationally recognized Pediatric Advance Life course, Advanced Pediatric Life Support course, completion of an Emergency Nursing Pediatric Course, or other equivalent pediatric emergency care nursing course, as determined by the LEMSA.
(C)
Initial Stabilization. The emergency department in the GACH shall be able to stabilize critically ill or injured infants, children, and adolescents prior to admission or transfer to a comprehensive PedRC facility.
(3)
Program Staffing. All basic PedRCs shall have a PECC who is either a physician, nurse, nurse practitioner, or PA. This may be a shared PECC with other PedRCs.
(4)
Agreements with Higher Level PedRCs.
(A)
Establish agreements with at least one comprehensive PedRC, as approved by the LEMSA, for staff education, consultation, and transfer of critical pediatric patients;
(B)
Establish agreements with an advanced or general PedRC, as approved by the LEMSA, for consultation and transfer of pediatric patients.
(5)
Transfer agreements. Establish transfer agreements for pediatric patients needing specialized care, if the specialized care is not available at a comprehensive, advanced or general PedRC, such as trauma, burn, spinal cord injury, rehabilitation, and behavioral health.
(6)
Additional Requirements. Additional requirements for designation may be stipulated by the LEMSA Medical Director.
