§ 100157.01. EMSC Program Requirements.

(a)

A local EMS agency (LEMSA) may develop and implement an EMSC Program.

(b)

Plan Requirement. A LEMSA that is implementing a new EMSC program must develop an EMSC program plan in accordance with Section 100157.03 of this article and submit the plan to the Emergency Medical Services Authority (EMSA) for approval prior to implementation. For an EMSA-approved EMSC program, the LEMSA shall annually submit an EMSC program plan update in accordance with Section 100157.04 of this article. Each EMSC program plan and update shall, at a minimum, comply with the provisions of Division 2.5 of the Health and Safety Code and the requirements set forth in this chapter. A LEMSA may establish additional requirements in addition to those mandated by statute and state minimum standards.

(c)

Planning Responsibilities. For the development, implementation, and ongoing evaluation of its EMSC program plan, including annual EMSC program plan updates, the LEMSA is responsible for, at a minimum:

(1)

EMSC Committee. Establishing an EMSC committee, at set forth in Section 100157.02 of this article.

(2)

Program Objectives. Determine EMSC program goals and objectives.

(3)

Designate and Oversight. Designate and review pediatric receiving centers in accordance with Articles 5 and 6 of this subchapter.

(4)

Policies. Developing and implementing policies, procedures, and protocols for the treatment and transport of pediatric patients. This shall include, at a minimum:

(A)

Prehospital pediatric care requirements. Policies and protocols for the treatment and appropriate destination of pediatric patients. These policies and protocols shall address, at a minimum:

(i)

Pediatric-specific personnel training, as defined by the LEMSA;

(ii)

Pediatric ambulance equipment;

(iii)

Level of service: first response non-transport, transport, interfacility transfer, and critical care.

(B)

Interfacility transfer. A policy to facilitate the interfacility transfer of acute pediatric patients.

(C)

Regional integration. A policy for the integration of pediatric receiving centers in neighboring jurisdictions.

(5)

Pediatric Readiness Recognition Program. A pediatric readiness recognition program, as defined by the LEMSA, to honor and acknowledge emergency departments and EMS providers for achieving EMSC standards in pediatric emergency care set forth in this chapter and by the LEMSA.

(6)

System Coordination Agreements. Developing and implementing agreements necessary for the coordinated treatment and transport of pediatric patients within the local EMS system and region, including, as applicable:

(A)

Development of injury and illness prevention activities;

(B)

Field communication specific to the pediatric patient;

(C)

Coordination with neighboring local EMS systems, such as through inter-LEMSA agreements;

(D)

Designated pediatric center agreements;

(7)

Disaster preparedness. Incorporating the EMSC program and its designated PedRCs into its regional disaster preparedness/response plan, including pediatric surge planning.

(8)

Public Education and Outreach. A description of programs that conduct or promote public education specific to pediatric care.

(9)

Data Collection, QI, and Evaluation. Collecting and reporting pediatric care data, establishing and maintaining a QI process, and performing EMSC program evaluation in accordance with Article 6 of this subchapter.
