§ 100153.04. Comprehensive Stroke Centers.

(a)

Eligibility. A licensed general acute care hospital (GACH) that meets all the requirements of this section may be designated by the local EMS agency (LEMSA) as a comprehensive stroke center.

(b)

Requirements. The GACH must meet all requirements for a thrombectomy-capable stroke center, as set forth in Section 100153.03(b) of this subarticle, as well as the following additional requirements:

(1)

Capabilities.

(A)

Transcranial Doppler Services. Transcranial Doppler (TCD) that is available in a timeframe that is clinically appropriate.

(B)

Rehabilitation Services. Provide comprehensive rehabilitation services, either on-site or through a written transfer agreement with another health care facility that is licensed to provide such services.

(C)

Staff Qualifications. Meet the following staffing and staff qualification requirements:

(i)

A neurosurgical team capable of assessing and treating hemorrhagic strokes and other neurosurgical emergencies.

(ii)

A written call roster for attending neurointerventionalists, neurologists, and neurosurgeons providing for twenty-four (24) hours a day, seven (7) days a week, 365 days a year availability.

(D)

Research Program. A stroke patient research program.

(E)

Transfer Acceptance. Written transfer agreements with inter-LEMSA and regional thrombectomy-capable, primary stroke centers, and acute stroke ready hospitals to accept the transfer of patients needing neurosurgical intervention, when clinically appropriate.

(2)

System Operations. At a minimum, provide guidance and continuing stroke-specific medical education to GACHs with which transfer agreements for stroke patients are in place.

(3)

Data Collection, QI, and Evaluation. Comprehensive stroke centers designated under this section are subject to the requirements of Article 5 of this subchapter.

(4)

Additional Requirements. A LEMSA medical director may establish requirements for designation as comprehensive stroke center in addition to those required under this section.

(c)

Comprehensive Stroke Centers Designated Prior to Effective Date of Regulations. A comprehensive stroke center designated by the LEMSA prior to the effective date of these regulations may continue to operate as a comprehensive stroke center; however, any such comprehensive stroke center shall meet the requirements of these regulations within twelve (12) months following a program review described in Article 5, Section 100154.03(a) of this subchapter.
