§ 100147.01. STEMI Referring Hospitals.
(a)
Eligibility. Any licensed general acute care hospital (GACH) within a local EMS system having an approved STEMI critical care system that receives patients transported through the 911 emergency response system and that has not been designated as a STEMI receiving center pursuant to Section 100147.02 of this subarticle is a STEMI referring hospital. All STEMI referring hospitals shall meet the requirements of this section.
(b)
Requirements.
(1)
Capabilities. Twenty-four (24) hours per day, seven (7) days per week, 365 days per year availability to provide appropriate diagnostic care and thrombolytic therapy for STEMI patients.
(2)
STEMI Treatment and Operations.
(A)
Compliance with all LEMSA policies and protocols relevant to STEMI referring GACHs;
(B)
A standardized procedure for the treatment of STEMI patients in the emergency department;
(C)
A documented transfer process through IFT agreements or protocols and prearranged agreements with EMS providers for the rapid transport of acute STEMI patients to a STEMI receiving center.
(3)
Policies. Written policies and protocols in place to identify STEMI patients and provide thrombolytic therapy for qualifying patients prior to transfer.
(4)
Data Collection, QI, and Evaluation. STEMI referring hospitals under this section are subject to the requirements of Article 5 of this subchapter. In addition, STEMI referring hospitals shall have:
(A)
A STEMI component to the GACH's QI program;
(B)
A plan to collaborate with a STEMI receiving center and the LEMSA on QI processes;
(C)
A compliance review of the GACH's STEMI program shall be conducted by the LEMSA at least once every three years.
(5)
Additional Requirements. A LEMSA medical director may establish requirements for STEMI referring Hospitals in addition to those required under this section.
