§ 100143.02. Local EMS Agency Trauma Quality Improvement and Evaluation Process.
(a)
Trauma care shall be an integral part of the local EMS agency's (LEMSA's) overall QI program. A LEMSA with a trauma care system shall have a QI process that includes, at a minimum:
(1)
Policy Development. A trauma center physician, who is a surgeon or an emergency department physician, assisting in the development of LEMSA prehospital care policies, procedures, and protocols relevant to the care of trauma patients;
(2)
Multidisciplinary QI Committee. A trauma care or QI committee that addresses multidisciplinary trauma QI work.
(3)
System Participation.
(A)
Participation of all relevant prehospital providers as well as trauma centers and trauma receiving hospitals in:
(i)
The trauma data management requirements set forth in Section 100143.01 of this article; and
(ii)
The LEMSA's QI process under this section.
(B)
All general acute care hospitals (GACHs) that send or receive trauma patients shall participate in system and trauma center QI activities for those trauma patients which have been transferred.
(4)
Regional Coordination Review. Evaluation of the regional coordination and integration of trauma patient movement, including trauma destination policies or re-triage of trauma patients that involve GACHs outside the LEMSA's jurisdiction;
(5)
Case Review. Review of trauma-related deaths, locally defined adverse events, and transfers;
(6)
System Performance Evaluation. Evaluation of program structure, process, and outcomes;
(7)
Confidentiality Protections. Compliance with the California Evidence Code, Section 1157.7 to ensure confidentiality and a disclosure-protected review of selected trauma cases.
(b)
The LEMSA shall be responsible for ongoing performance evaluation and QI of the trauma care system.
(1)
Evaluation Support Process. The LEMSA shall implement a process utilizing trauma committee work and regular data reporting, as set forth in this section, to share information bi-directionally with EMS providers, system-participating GACHs, and the local medical community. This process shall support ongoing trauma care system evaluation, including the trauma care system plan, to ensure that the plan meets the needs of the local EMS system.
(2)
Period Performance Evaluation. The LEMSA shall periodically evaluate the performance of its trauma care system on a basis of at least every three (3) years. Results of the trauma care system evaluation shall be made available to system participants.
