§ 100141.02. Pediatric Trauma Receiving Centers.

(a)

Eligibility. A licensed general acute care hospital (GACH) meeting the requirements under this section may be designated by the local EMS agency (LEMSA) as a pediatric trauma receiving center if:

(1)

ACS Verification. The GACH is verified by the American College of Surgeons (ACS) as:

(A)

ACS Pediatric Trauma Center. Meeting all the requirements for ACS trauma verification as a level I or II pediatric trauma center, or

(B)

ACS Adult Trauma Center Verification with Pediatric Capabilities. The GACH is verified by the ACS as meeting all the requirements for an adult level I, II, or III trauma center and has the following capabilities:

(i)

Pediatric emergency department area;

(ii)

Pediatric intensive care area; and

(iii)

Appropriate resuscitation equipment, as outlined in the pediatric readiness toolkit in the American College of Surgeons Resource for Optimal Care of the Injured Patient 2022 Standards, ISBN 978-1-7369212-9-6, released in March 2022 and incorporated by reference herein.

(2)

ACS Verification Grace Period.

(A)

GACHs Seeking Designation. Licensed GACHs with a pending application before the ACS for either type of verification specified in paragraph (1) and, as applicable, having the associated required capabilities may be provisionally designated as a pediatric trauma receiving center by the LEMSA to receive pediatric trauma patients. The GACH must obtain the requisite ACS verification, and any applicable capabilities, within twenty-four (24) months from the date of its application to the ACS.

(B)

Previously Designated GACHs without ACS Verification. If, prior to the effective date of these regulations, a licensed GACH was designated by a LEMSA as a pediatric trauma receiving center without meeting the eligibility requirements set forth in paragraph (1) of this section, the GACH must obtain appropriate ACS verification within twenty-four (24) months from the effective date of these regulations.

(C)

Discontinuation of Designation. A GACH may not continue to be designated as a pediatric trauma receiving center if it fails to obtain ACS verification within the designated timeframe.

(b)

Minimum Requirements.

(1)

Re-triage of Trauma Patients. All pediatric trauma receiving centers are subject to the requirements of Section 100142.01 of this subchapter relating to the re-triage of trauma patients.

(2)

Data Collection, QI, and Evaluation. All pediatric trauma receiving centers are subject to the requirements of Article 5 of this subchapter.

(3)

Additional Requirements. A LEMSA medical director may establish requirements for designation as a pediatric trauma receiving center, in addition to those required under this section.
