§ 100136.14. Qualified Specialist.

(a)

“Qualified specialist” or “qualified surgical specialist” or “qualified nonsurgical specialist” means a physician licensed in California who is board-certified or board-eligible in a specialty by the American Board of Medical Specialties (ABMS), the American Osteopathic Association Bureau of Osteopathic Specialists (AOA-BOS), or other appropriate foreign specialty board as determined by the ABMS for that specialty.

(b)

For Trauma Care System Plans only, a non-board-certified physician may be recognized as a “qualified specialist” or “board-eligible” by the local EMS agency upon substantiation of need by a trauma center if:

(1)

The physician can demonstrate to the appropriate general acute care hospital (GACH), as defined by the California Department of Public Health (CDPH) in Title 22, California Code of Regulations, Section 70005, and the GACH is able to document that the physician has completed a residency program which was approved by the Accreditation Council for Graduate Medical Education, the Royal College of Physicians and Surgeons of Canada, or the College of Family Physicians of Canada; and

(2)

The physician can clearly demonstrate to the appropriate GACH body that they have substantial education, training, and experience in treating and managing trauma patients which shall be documented and tracked through the trauma center's trauma quality improvement program.
